Canada’s Ecofiscal Commission (a group of prominent economists) are recommending Toronto establish road tolls to combat congestion.
The coalition recommends turning all the HOV (high occupancy vehicle) lanes into HOT (high occupancy toll) lanes, which would force single-occupant cars to pay a fee to use the lanes.
The Commission is also going as far as to suggest that major stretches of the 400-series highways be turned into toll-only roads.
