Mayor John Tory is calling for one bylaw that applies to everyone in the ground transportation service.
He made the decree after he met with members of the Taxi industry and Uber for the first time.
Tory hopes council can have a new bylaw in place by the fall that would regulate both city taxis and ride-hailing service Uber.
The meeting was held after an Ontario court sided with Uber on Friday in a case where the City of Toronto sought a permanent injunction on the company’s operations.
The city had argued Uber is a taxi company and must abide by city regulations.
But the judge dismissed the application, saying there is “no evidence” the company is operating as a taxi broker or that it breached city bylaws.
Mayor Tory says UberX drivers are currently operating outside current laws and wants the law changed to ensure public safety.
