Winnipeg Mayor Sam Katz is in New York meeting with credit rating agencies laying the groundwork for what could be a massive borrowing program to significantly upgrade Winnipeg's infrastructure:
The Mayor spoke today (Thursday) with officials from Standard and Poors. Tomorrow (Friday) it's Moody's. Katz says there are also meetings underway with people looking to invest in Winnipeg as well.
