Toronto Police are searching for missing 23 year-old, Richard Hazzard.

Officers say they are concerned for his safety because he has the mental capacity of a 4 to 7 year-old.

Hazzard was last seen Friday afternoon around 1:30 in the Jane and Eglinton West area.

He is described as black with a thin build, 5'10", about 140 pounds with short black hair and brown eyes.

He was last seeing wearing a grey jacket, light coloured pants with blue and white running shoes and a black backpack.
