Punishing A Criminal Mind?

Proving intent might be one of the toughest things for a prosecutor to do.
A man who built a dungeon in an abandoned farmhouse will be sentenced next month. The Crown is seeking two years less a day, the defense believes seven to nine months is more in line.
Robert Edwin White, 45, had intended to imprison his ex-wife’s friend, whom he saw as the reason for his failed marriage.
This woman now has to live out her days with the knowledge that she was his target. How do you punish somebody for inflicting that type of future mental anguish?
Surely his intended victim will suffer for longer than two years less a day.
