David Rockey is a habitual disqualified driver and under two lifetime driving prohibitions.
A judge said he should be in jail because of his public safety risk, but an appeals court rules he drives because he’s “addicted” to driving a car and reduced Rockey’s sentence to curfew.
Rockey has 80 criminal convictions, 14 for driving while disqualified and 30 for failure to comply. In one case, he spent 18 months in prison for leading the OPP on a 35km chase along the Trans Canada Highway.
