The Munich shopping centre attack was no doubt terrible, but one thing it was not, was a terror attack. The police and government say the 18 year old who killed 9 and wounded 27 had no ties to ISIS or any other terrorist groups. However, earlier in the week, Germany had a terror attack on a train by a migrant who was permitted into Germany last year. The terrorist attacked passengers indiscriminately with an ax and a knife.
The country’s domestic security cheif immediately warned ISIS had planted jihadists among the refugees and migrants, which may caused the immediate belief that the mall attack was terror related.
With all of the violence and attacks going on in Europe recently, the domestic defense is constantly waiting for the next attack, the question is not if there will be another attack, but when, and where?
