Beckett says finding out the cause will be a “long process.”
The Ontario Fire Marshall’s Office is leading the investigation and one area they will be examine is the role gas may have played.
OFM investigator Jeff Minten told reporters they will try to determine whether the explosion was accidental or deliberate.
A canine search-and-rescue team turned up no remaining victims.
One woman was killed in the blast and nine others suffered minor injuries.
Peel Regional Police say they are waiting to notify next-of-kin before releasing any more details.
Chief Jennifer Evans also confirmed they are looking into hand-written letters found around the site of the blast in which an unknown author writes about troubles with money.
