The strike-lockout deadline of 12.01.a.m for 5,400 outside workers has now passed without a deal being reached between the union and the city.
Talks between the city and CUPE Local 416 which represents the workers, have however continued through the night.
Negotiations with CUPE Local 79, with represents more than 20,000 inside workers also continue this morning, with their deadline of 12.01.a.m on February 20th now just hours away.
Both unions have been without a contract since the end of last year.
Several key city services are set to affected in the event that a deal is not reached, including child care, community centres and garbage collection east of Yonge Street.
The city say a comprehensive contingency plan is in place however, should it come to that.
