The former pack-a-day smoker asked administration to prepare a report on the feasibility of making Windsor parks smoke-free.
Payne, 83, says even though he started smoking at age 8 and quit cold-turkey at age 45 has nothing to do with his decision to press the issue.
City administration is now working on recommendations for the new smoking bylaw, which could include bans at more than just parks and may include the new trend of vaping. Currently, most cities have bylaws that prohibit smoking within a certain distance of parks.
Is this a public health issue and good policy? Or does the outdoors belong to everyone?
