The face and mind behind this Lawnmover Man like future is Palmer Luckey who on twitter outlined that the pre-order policy is a little bit different that other items you can purchase.
Rift preorders are different from most of the games industry. You don’t get charged until we ship – no deposit lock-in, no bonus pressure.

The $599 price tag is confusing to consumers and experts alike since during development the experience was marketed as affordable and universal. More surprising is that the mastermind himself, Luckey was once quoted saying,“If something’s even $600, it doesn’t matter how good it is, how great of an experience it is- if they just can’t afford it, then it really might as well not exist.” Source
