Mayor John Tory admitted yesterday that the city is not doing enough when it comes to panhandling but said banning it and ticketing was not practical. In 2003, Tory talked a mean game about panhandling and vowed to give out fines but now ten years later says we need to find a better solution. Tory commented that so many people say to just take them off the streets but where do you take them? We’ve done a poor job of setting up proper support for people with mental-health issues and addiction issues.
