A psychiatrist charged with assessing the mental state of a man found guilty of plotting to blow up a Via Rail train in the Province, has deemed him fit to be sentenced.
However it is his belief that Chiheb Esseghaier does in facet suffer from mental illness.
Dr. Phillip Klassen was charged with conducting a second assessment of Esseghaier’s mental health after the Toronto judge presiding over the case sought a second opinion, having concluded that that an earlier assessment had ”serious flaws.”
The first assessment conducted by Dr. Lisa Ramshaw suggested that Esseghaier was unable to participate in his sentencing hearing because he is likely schizophrenic.
The diagnosis, not disputed in Dr Klassen’s assessment however he believes that the accused is fit to participle.
Chiheb Esseghaier and his co accused Raed Jaser were found guilty in March of this year of the terror related conspiracy to commit murder and six other terror-related charges between them.
The pair are facing a life sentence.
